Construct a linear, no-fork, best version of the blockchain.
Qos
A Linux bash script that will set up traffic control (tc) to limit the outgoing bandwidth for connections to the Palladium network. This means one can have an always-on palladiumd instance running, and another local palladiumd/palladium-qt instance which connects to this node and receives blocks from it.
Seeds
Utility to generate the pnSeed[] array that is compiled into the client.
