Clearly, listconfigs shouldn't list these.
Also, hoist the opt_hidden check since it's independent of whether

Rework the logic of the version check used in the
database migration, and make sure
that it is full functional to avoid confusion
at release time.

And turn "" includes into full-path (which makes it easier to put
config.h first, and finds some cases check-includes.sh missed
previously).
config.h sets _GNU_SOURCE which really needs to be done before any
'#includes': we mainly got away with it with glibc, but other platforms
like Alpine may have stricter requirements.

This prevents recompiling everything when you are changing just a doc, or
touching only one file among hundreds of sources, just because the
`gen_version.h` is changed, especially since only one source actually
depends on that header.
To avoid everything pulling in HTLCs stuff to the opening daemon, we
split the channel and commit_tx routines into initial_channel and
initial_commit_tx (no HTLC support) and move full HTLC supporting versions
into channeld.
