Rusty Russell 040af90e7d libplugin: remove global deprecated_apis flag.

And we don't need to handle 0.9 lightningd which didn't include
allow-deprecated-apis in getmanifest call.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
