Rusty Russell 113156858b xpay: don't excees maxfee *overall*.

We were handing "maxfee" to every getroutes call, even if we had already
used some of the fees.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
