Eduardo points out that payment_failed kind of over-promises: it may
actually not fail the payment now (with slow mode).
It's more an indiciation that we're not trying any more payment parts,
so rename it to payment_give_up.

Any file in this directory which is executable and whose name only
consists of alphanumeric characters, space, '.', '-' or '_' will be
automatically loaded when lightningd starts (unless suppressed with
commandline options).
