Listpeerchannels would update the local channel information setting the
liquidity in the outgoing channel to known_min=known_max=capacity,
when in fact it should be known_min=known_max=spendable.
Any file in this directory which is executable and whose name only
consists of alphanumeric characters, space, '.', '-' or '_' will be
automatically loaded when lightningd starts (unless suppressed with
commandline options).
