Rusty Russell 229fc3f2b4 xpay: make the xpay layer persistent.

As the first user of a persistent layer, this tripped tests which
assumed the datastore would be empty!

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
