Rusty Russell d5f66ceabc plugins: don't try to fetch max-locktime-blocks. 
It was removed in v25.09, so this code is useless.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
