Rusty Russell 3eccf16f98 libplugin: datastore helpers.

Plugins are supposed to store their data in the datastore, and commando does so:
let's make it easier for them by providing convenience APIs.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
