It's account_get_chain_fees() without the ORDER BY clause, *and* it's
only used on the run-recorder.c test.
I also got ChatGPT to compare them, in case I missed something subtle.

Any file in this directory which is executable and whose name only
consists of alphanumeric characters, space, '.', '-' or '_' will be
automatically loaded when lightningd starts (unless suppressed with
commandline options).
