Lagrang3 5400989552 renepay: bugfix: apply channel filter globally

Channel filter must apply to the modified gossmap+localmods,
otherwise we disable local channels with htlcmax=0.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
