Rusty Russell 4578748aca plugins/Makefile: fail if jq command fails. 
Nested within the loop, jq would fail silently.

This can happen if jq is too old.

Fixes: https://github.com/ElementsProject/lightning/issues/7657

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
