This commit replaces the lsps service. Therefore we add the cln_adapters
module that handles the communication with core-lightning. We add a
lightweight LspsService that wraps the router and allows handlers to
register themselves to the service/router.

Any file in this directory which is executable and whose name only
consists of alphanumeric characters, space, '.', '-' or '_' will be
automatically loaded when lightningd starts (unless suppressed with
commandline options).
