Rusty Russell f8b259d5e9 askrene: add "auto.localchans" layer.

This populates information on both topology (i.e. unannounced channels) and capacity for the local node using `listpeerchannels`.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
