Rusty Russell a782ea75b5 plugins: move fetchinvoice functionality into offers plugin.

This means only a single gossmap, and they already share the fetchinvoice-noconnect option
and autoconnect code.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
