Rusty Russell c8eb46fe30 plugins/renepay: add localmods later.

We will get localmods from gossmods_from_listpeerchannels in the next commit,
so we need to save routehints to add to that later.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
