Rusty Russell d9fed06b90 common/bolt11: const cleanup, fix parsing errors.

Also, we don't need to pass the total length to the field parsers,
just the length for this field (confusingly, this was called
"data_length").

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
