We used to store all `ConfigOptions` in a `Vec`.
I decided to use a `HashMap` isntead because it will be easier to
implement dynamic options later on.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
