Rusty Russell f7afe1a35f plugins: two minor things I noticed.

1. sql's dev-sqlfilename should be registered as a dev option.
2. bcli's timeout is an integer, not a string.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
