Rusty Russell 7c9985fd9c channeld: correct reversed shutdown message in billboard. 
It was backwards, which made #5496 confusing.

Changelog-Fixed: `listpeers` `status` "They've sent shutdown" and "We've sent shutdown" were backwards.
