Test that Abstract_Wallet.bump_fee() raises if the given feerate
of the replacement is equal to the feerate of the tx to bump as this
wouldn't be accepted to the mempool.
Adds unittest to check the fee increase when adding outputs to a base
tx. Supposed to prevent creating transactions that don't get accepted
like in this traceback:

I needed such a tx to test something in electrumx and wanted to copy-paste one from the electrum unit tests. Weird that we were lacking such a test case, I was fairly certain there was one already...
I don't understand what the "coins not used" comment meant here.
It was added in the change away from the old config.WALLET_BATCH_RBF option
(https://github.com/spesmilo/electrum/commit/ab14c3e1382c1af48baff73b790aecfbd069eb8a).
The `coins` param *is used* in wallet.get_candidates_for_batching.
Without setting that, the returned set of candidates was restricted to
only base txs that had a large enough change output to cover *all* the newly added outputs.
Instead, it is desirable to allow adding new inputs.
adds unittest to `test_wallet_vertical.py` to verify it is not using the
existing ln reserve utxo as tx input if a reserve is still required (in
opposite to using it as input and creating a new reserve as output).

Internally whether a coin is frozen is tri-state:
- forced-True, set by the user
- forced-False, set by the user
- unset/default: is_frozen_coin() can decide whether the coin should be frozen
This patch lets set_frozen_state_of_coins() undo a previous explicit setting of True/False,
by calling it with a value of None.
Note: there is still no way in the GUI to undo an explicit setting of True/False.
- Wallet.make_unsigned_transaction takes a FeePolicy parameter
- fee sliders act on a FeePolicy instead of config
- different fee policies may be used for different purposes
- do not detect dust outputs in lnsweep, delegate that to lnwatcher
The history tab would show an incorrect feerate for partial/unsigned (local) txs,
if they had any p2sh/p2wsh txins. We would just guess the script is p2wpkh, and
use that for the size calc. Now with calling add_info_from_wallet, the correct
size is used to calculate the feerate.
(The gui tx dialogs call add_info_from_wallet independently, so the size/feerate
shown there were already correct.)
Some functions have an argument named "seed_type" in which it was annoying to call the seed_type() fn.
(especially for functions inside the same module)
