Shared per-user locking to serialize bet/withdrawal PSBT builds
(tx/locks.py), a confirmation poller for pending outgoing transactions,
and the timeout->fee-bump->rebroadcast loop used by bets, payouts and
withdrawals alike (tx/broadcast.py).
